The First Rule of Learning:
You get good at what you practice
Corollary:
If you practice the wrong thing, or the wrong way to do the right thing, you will get good at that instead
Commentary:
The are domains where it is best to perfect form first. There are domains where it is best to go out and experiment, letting form work itself out. In the overwhelming majority of domains a combination is most effective. You should constantly vary how much of each you do, and pay attention to the result, because determining the optimum balance is a nearly pure experimentation domain.

Corollary to the corollary: if you practice practicing wrong, you will get bad at practicing.

That works for art, too. Re: What is art? Conversation.

I think sucessful artists are people who keep churning it out (whatever "it" is.) Eventually, a) they get good at it, and b) they produce enough of a body of work to get noticed by more than a few people.
