When I went to unpack my pavilion into the cellar, it was dark, and I was tired, but I noticed that the lock on the cellar door had been taped over. Certainly, I could have removed the tape and stowed my items, but given certain peculiarities of this basement (concerns about mold in some regions; a general air of potentially blowing up at any moment) and the nature of our access to it (entirely unofficial), I didn't want to open it up if there was some purpose behind sealing it up.
